What You Are Actually Buying
Sabah Al Ahmad Sea City sits in Al Khiran, Ahmadi Governorate. It was developed by La'ala Al Kuwait Real Estate from an idea dating back to 1986, and it is built on a network of canals excavated out of salt marshland. Those canals create roughly 200 kilometres of artificial waterfront across a total area of 40 square kilometres.
That figure is the whole market in one number. The city does not sell land so much as it sells metres of water frontage, and everything below follows from that.
The Phases
The project is planned across ten phases spanning about 25 years. The phases you will find on the resale market today are:
- Phases One and Two — the oldest and closest to complete, with wider plots and lower rates per square metre
- Phase Four — among the most expensive, especially first-row plots
- Phase Five — actively trading, with wide price spreads depending on position
The city also has a 408-berth marina, the largest in Kuwait, taking craft from 10 to 40 metres. It is the first of four planned.
First Row Against Second Row
This single decision moves your budget more than anything else.
First row touches the water directly. The view is unobstructed, a private mooring is possible, and resale liquidity is better because supply is inherently capped.
Second row sits behind the first across a road. You lose direct water contact, but for the same budget you can usually buy more land.

What the numbers say: the range runs from 262 to 656 KD per square metre. Size alone does not explain that spread. The largest plot in the table is the cheapest per metre and the smallest is not the dearest. Position relative to the water is the variable.
Reading the Listing Language
Kuwaiti plot ads are written in shorthand. These terms genuinely move the price:
Through-plot — the plot opens onto two streets, front and rear. You get a main entrance and a separate service entrance, and wider design options. A real premium.
Frontage — the length of the side facing the street or the water. A 16-metre and a 19-metre frontage on the same area produce completely different layouts.
Setback — the regulated distance between the boundary and the building. A 50-metre setback onto a main road gives you open space and extra parking, but it eats into buildable area.
Three frontages — the plot is exposed on three sides. Better light and ventilation, higher value, and a higher external finishing bill too.
Pre-Purchase Checklist
- Ask for the plot number and the site plan — the number lets you verify location and area officially instead of trusting the ad copy
- Check the row yourself on a map — do not rely on the words "second row" in the listing
- Ask the actual distance to the water — second row is a gradient, not a single position
- Calculate buildable area after the setback, not the gross plot area
- Confirm services have reached that specific phase — phases complete at different rates
- Request a statement of fees and obligations attached to the plot before signing
- Review the hidden costs — fees, documentation and valuation sit on top of the advertised price
Warning: a plot advertised with no number, or a seller who will not give the plot number until you "prove you are serious", is worth walking away from.
