The common mistake is treating Sabah Al Ahmad Sea City and Khiran as two answers to the same question. They are not.

In Khiran the usual purchase is a standing chalet or a unit in a compound. You are buying an asset you can use this week.

When to Choose the Sea City
When you want a boat at your door. Nothing substitutes for this. A first-row plot on a canal means direct access to the water.
When you are building for the long term. Land on a finite waterfront is an asset whose supply cannot be increased.
When you want a house to your specification, not to the specification of whoever built it before you.
When your investment horizon is five years or more and can absorb a construction period with no return.
When to Choose Khiran
When you want to use it this season, not in two years.
When capital is limited. The cheapest finished chalet costs far less than a plot plus construction.
When the aim is seasonal rental where the return starts in week one.
When you have no appetite for running a build, with the contractor, permits and supervision that involves.
A point often missed: construction cost in the Sea City sits on top of the plot price and it is not a marginal number. Budget the whole project before comparing, not the land alone.
The Third Route
Some buyers do both: a finished chalet in Khiran for immediate use, and a Sea City plot as a long hold to build on later. That works when capital allows, because it separates the use case from the investment case.
